Administration for Children & Families

Housed within the U. S. Department of Health and Human Services, in the Family and Youth Services Bureau, the Family Violence Prevention and Services Act (FVPSA) Program funds domestic violence agencies across the country to provide emergency shelter and supportive services. Rachel Orsinger joined FVPSA in August 2016, focusing on the division’s work related to housing, opioid use, and criminal justice. Prior to coming to the federal government, Rachel was the Director of Policy for the Rhode Island Coalition Against Domestic Violence, where she worked on local and statewide levels to improve how systems respond to the needs of survivors of domestic violence and their children.
